Many roaming SIMs in the UK come from foreign mobile networks and have profiles that allow roaming in the UK and the rest of Europe.  However, through the UK channel, most M2M and IoT applications, using un-steered roaming SIMs, actually never leave the UK. These customers are paying for European roaming they never use and because they often come with a European IP address they may be suitable for some applications but not usually anything that requires web browsing.
